In the context of the Fit for 55 packages published in July 2021, the European Commission has proposed the adoption of a new regulation for the deployment of alternative fuels infrastructure. It will repeal Directive 2014/94/EU (DAFI).

The initiative aims to ensure the availability and usability of a dense, widespread network of alternative fuels infrastructure across the European Union. The specific parameters of the proposed Regulation are the provision of a minimum infrastructure to support the necessary uptake of alternative fuel vehicles in all transport modes and in all EU Member States to meet climate targets; full interoperability of the infrastructure; and comprehensive information for users and adequate payment options.

Without further action by the EU institutions, this lack of interoperable and user-friendly refueling and refueling infrastructure is likely to become a barrier to the growth of low and zero-emission vehicle use.

The proposal sets out specific provisions for the introduction of refueling and refueling infrastructures for light and heavy-duty road vehicles, ships, and aircraft.

Member States are required to ensure a minimum coverage of publicly accessible refueling points for light and heavy-duty vehicles on their territory, including in the TEN-T core and the comprehensive road network. They will have to install refueling points everywhere on major motorways - every 60 kilometers for electric refueling and every 150 kilometers for hydrogen refueling.

Additional provisions are being introduced to ensure consumer convenience regarding refueling infrastructure. These include provisions on payment options, transparency of prices and information for consumers, non-discriminatory practices, smart recharging, and rules for the supply of electricity to recharging points.

Member States are also required to ensure by 1 January 2025 a minimum coverage of publicly accessible LNG refueling points for heavy-duty vehicles on the TEN-T main and comprehensive network.
